Dennis Morgan is a Civil Engineer with the St. Louis District in the Geodesy,
Cartography, and Photogrammetry Section and has over 25 years of service with
the St. Louis District. He is a Certified Photogrammetrist as certified by the
American Society of Photogrammetry and Remote Sensing (ASPRS). He has over 10
years of extensive experience in aerial photography, surveying, mapping and
in the A-E Contracting of these services. Dennis is currently responsible for
the technical management of all aerial photography and mapping projects within
the St. Louis District as well as all photogrammetric mapping projects contracted
for other government agencies as well as other Corps of Engineers (CE) districts.
He has also served as a technical consultant to the National Capitol Planning Commission in Washington, D.C. He also serves as a technical expert in photogrammetry and its costs to several CE Districts by providing assistance in developing contracts, scopes of work, government estimates and/or negotiation assistance. Dennis also provides technical guidance in the development, acquisition, accuracy, and utilization of base topographic and planimetric mapping, remote sensing data, environmental data sets, and engineering data to be incorporated into Geographic Informations Systems (GIS) to assist engineers and other scientists.
Patti Fisher has been a Cartographer with the Geospatial Engineering Branch
since 1995. She spent her first 1-1/2 years providing photo interpretations
for the Ordnance and Explosive (OE) program. Presently, she assists with the
A-E Contracting of Surveying Services. Her prior experience includes over 10
years with the Defense Mapping Agency in Louisville, KY, where she was employed
as a Cartographer within their map production facilities. She also gained experience
as a draftsperson and field crew survey person prior to and during her college
training. She is a graduate of Western Kentucky University with Bachelor Degrees
in Geology & Geography, graduating with honors.
Dario Franzi is a Civil Engineer in the St. Louis District with the Geodesy,
Cartography and Photogrammetry Section. He is a graduate of Washington University
Engineering School and has over 31 years of service with the St. Louis District.
He has been responsible for coordinating mapping and photography CADD work for
the Ordnance and Explosive (OE) program and was instrumental in the introduction
of the latest computer software used in the cartography and photo raster imaging
and training of section personnel in its use. Dario has developed and completed
numerous reports for Regions of the Environmental Protection Agency (EPA) and
the Emergency Remedial Response in Washington, D.C., requiring extensive photo
interpretation and the mapping of environmentally sensitive areas along major
U.S. tributaries that may be subject to chemical spills. These reports provide
spill contingency planners and emergency cleanup personnel with pertinent and
up-to-date information of the area to assist in the prevention and cleanup of
an oil or hazardous material spill into the local waterway system.
Deanne Strauser is a Civil Engineer with the St. Louis District and has
over 11 years project management experience with the District. She has a B.S.
degree from the University of Missouri-Rolla. Deanne is currently responsible
for the project management of photogrammetric mapping projects contracted for
other government agencies and other Corps of Engineers (CE) districts. She has
extensive experience in managing nationwide photogrammetric projects of all
types, totalling in the hundreds of projects, for over 20 Corps of Engineer
Districts and all major federal agencies that deal in photogrammetry. Additionally,
she has extensive experience in preparing official agreements with other agencies
as the mechanism to conduct photogrammetric mapping projects. She has developed
interagency agreements that have become blueprints for rapid and comprehensive
accomplishment of photogrammetric projects. She specializes in management of
first-time application of state-of-the-art photogrammetric techniques, such
as airborne GPS, LIDAR surveys, IFSAR, and Passive Microwave Radiometry. Coordinates
Architect/Engineer contractors strategically located throughout the continental
U.S. for projects using airborne GPS controlled photogrammetry, GIS development,
digital orthophotography, remote sensing, land-use classification, historical
photography searches, and topographic mapping.
Brad Strauser has been the Chief of the Geodesy, Cartography and Photogrammetry
Section for the past 15 years (currently the Geospatial Engineering Branch).
As a Civil Engineer, he has over 25 years of experience with the St. Louis District
in all phases of engineering including, Environmental Engineering, Geotechnical
Engineering, Hydrologic/Hydraulic Engineering, and Program Management as well
as A-E Contracting. Brad's qualifications include extensive experience in aerial
photography, surveying, and mapping of hazardous waste sites for the Environmental
Protection Agency, the U.S. Navy, and the U.S. Air Force. He has been responsible
for program management for all HTRW surveying and mapping for the St. Louis
District. This very successful program has surveyed and mapped over 80 HTRW
sites in the last 12 years. Brad is also a Certified Photogrammetrist as certified
by the American Society for Photogrammetry and Remote Sensing (ASPRS).
Dave Kreighbaum has over nine years of experience with the St. Louis District
and the Defense Mapping Agency. He has extensive experience in digital mapping,
GIS, remote sensing, photo-interpretation, and research and development with
softcopy photogrammetry projects. Dave has a B.A. Degree in Geology from Hanover
College and a M.S. Degree in Remote Sensing from Murray State University in
Kentucky. His working knowledge of civilian and military imaging systems and
related imagery have been a huge asset to the TCX over the past three years.
Dave is a member of ASPRS and is currently serving as Vice-President for the
St. Louis Region.
Danny McMurphy has worked for the St. Louis District for the past ten years
and has extensive experience in A-E Contracting, project management, and aerial
photography and mapping within the District environment. He is a Registered
Professional Geologist in the states of Missouri, Arkansas, and Indiana and
has B.S. and M.S. degrees from the University of Missouri - Rolla. He has over
15 years of experience, prior to coming to the St. Louis District, in construction
management and in mineral exploration utilizing remote sensing and surface magnetic
surveys. Danny is a member of the Association of Missouri Geologists, a member
of ASPRS, and an active leader with the Boy Scouts of America.
Bob Mesko is a graduate of Southern Illinois University at Edwardsville,
Illinois. He began work at the St. Louis District in 1969 after serving in the
U.S. Army as an artillery surveyor. He has been involved with cadastral, topographic,
hydrographic, and deformation surveys. He is currently in the Geodesy, Cartography,
and Photogrammetry Section and a member of the American Congress on Survey and
Mapping, American Association of Geographers, and has been active in the Lower
Mississippi Valley Division DGPS work group for the past four years and recently
completed graduate classes in remote sensing and GIS. Bob is a member of the
National Society of Professional Surveyors (NSPS) and a Certified Photogrammetrist
as certified by the American Society for Photogrammetry and Remote Sensing (ASPRS).
Calvin Mooney has served the St. Louis District for over 25 years as a cartographer.
His expertise involves digital mapping and creating special purpose maps using
the in-house CADD system. He also assists in performing horizontal and vertical
aerotriangulation to identify the true geographic position of aerial photographs.
Calvin is also responsible for creating and updating all district project maps
that are distributed internally.
Charlie Turlin serves as the head of the Geodesy unit for the Geodesy, Cartography,
and Photogrammetry Section. He is a graduate of the University of Missouri -
Rolla and has been a Civil Engineer with the St. Louis District for 27 years.
He is a Professional Engineer and Registered Land Surveyor in Missouri. Charlie
served 18 years as the Chief of Field Surveys and Computation Section and has
extensive experience in A-E Contracting for surveying services. He also has
extensive experience in aerial photography, surveying, and mapping of HTRW sites
for the EPA, the U.S. Navy, and the Air Force. He was responsible for establishing
an in-house quality control and quality assurance program for field survey work
that will assure an extremely successful survey program.
Rick Webster returns to St. Louis and the St. Louis District after working
for four years as a GIS and GPS project manager at the EPA's Environmental Monitoring
Systems Laboratory in Las Vegas, Nevada. His professional experience also includes
two years of surveying for the Forest Service, six years of digital mapping
and photo-interpretation with the Defense Mapping Agency, and two years of Superfund
contract management at the EPA.
